Рецепт был прост и знаком, начиная с опиумных войн: если нам нужно изолировать и криминализировать определённый слой населения или даже целую нацию, делаем логическую(?) устрашающую цепочку от вещества к употребляющим (приём, в принципе, работает и по другим признакам, помимо веществ) — и вуаля. сжигай напалмомСажай и властвуй. А большинство, конечно, поддержит.
